Community Rules and Regulations

The Ripple Falls Emergency Response Roleplay ("RFERRP") is a gaming community that is not affiliated with any real law enforcement or first responder agency. This document outlines the Rules and Regulations that all Members, regardless of community rank or status, must adhere to.

This document is subject to change at any time. Last update: 28-June-2026.

Section 1: Respect

  1. Treat everyone with kindness and respect. Toxic behavior, arguing, harassment, hate speech, discrimination, slander, and using blacklisted words will not be tolerated.
  2. If you feel you were treated unfairly by a member of the Chain of Command, do not argue with them. Instead, submit the respective Departmental CoC, Internal Affairs, or Head Admin complaint form.
  3. Forming a "clique" (a group one "hangs out with," alienating others) within the RFERRP is prohibited.
  4. The RFERRP is not a dating app/site/community. There is zero tolerance towards any form of sexual harassment, intimidation, solicitation, or unwanted comments toward any other member.

Section 2: Community Assets

  1. While two or more members are in a 10-1 channel, you are prohibited from joining without permission from all channel members, except for Staff+, who may join for official staff duties only.
  2. Undesirable sounds are prohibited in any public channel or patrol server (e.g., yelling, screaming, bodily noises, background noise, excessive music/media, etc.).
  3. Excessive whispering to or poking any user on TeamSpeak is prohibited.
  4. Your display name on all RFERRP assets shall only include your First Name, Last Initial, and Primary Callsign. You must utilize a Reserve Callsign when in that respective departmental Discord or on TeamSpeak when patrolling as that department. Names must be appropriate and realistic.
  5. Distribution of any current or past RFERRP documents, files, assets, or privileged information to anyone is prohibited unless authorized by a Junior Admin+.
  6. Distribution or use of pornographic, nude, sexual, illegally obtained, slanderous, harmful, or otherwise inappropriate materials, statuses, messages, avatars, etc. is prohibited.
  7. A Junior Admin+ must approve any files uploaded to the RFERRP website for public download.
  8. Using any RFERRP asset for personal gain or the benefit of non-authorized individuals, organizations, FiveM communities, or political groups is prohibited.
  9. Coming onto a RFERRP asset inebriated beyond proper judgment or self-control is prohibited.
  10. Any projects created for the RFERRP (e.g. assets, documents, discords, etc.) must have ownership transferred over to a member of Administration and are considered the property of RFERRP for its use.
  11. The Community Manager or Head Admins must approve purchases made for the community.

Section 3: RFERRP Patrols

  1. Members must adhere to their respective departmental policies when in-game or patrolling.
  2. Members must have a clear microphone, utilize a headset, and use push-to-talk in patrol lobbies.
  3. Radio etiquette must be respected, including not interrupting a 10-3 or Signal 100, not talking over another unit, utilizing partial callsigns, and avoiding unrealistic, ineffective, long, or unprofessional transmissions.
  4. Members must be in the respective TeamSpeak patrol channels while patrolling and before joining the FiveM queue. Going AFK in patrol channels is prohibited.
  5. All servers should be treated as active patrols unless otherwise noted by a Junior Admin+.
  6. The following actions are prohibited:
  7. Metagaming (using out-of-character information for in-character benefit).
  8. Powergaming (abusing an in-game mechanism or chat to gain an advantage).
  9. Force Roleplay (forcing an action on another character without giving them a chance to react or a choice in the situation).
  10. Fail Roleplay (engaging in low-quality or unrealistic roleplay).
  11. Members must spread out within a reasonable amount of time (3-5 minutes) when ordered.
  12. No other trainers or scripts should be used in-game besides the RFERRP-provided trainers and scripts.
  13. Personal testing must occur on the DOJTrain server. Whilst testing, all departmental policies and procedures must be followed.
  14. Responses to /gooc or /ooc shall only be answered/addressed by Staff in Training+.

Section 4: Special Privileges and Chain of Command (CoC)

  1. Community and departmental procedures, policies, and/or guidelines are considered an extension of this document and must be adhered to at all times.
  2. Any tag/access/permission/rank that gives one special abilities is not to be misused or abused.
  3. Do not skip ranks in the CoC, even if the next ranking member can solve the problem.
  4. Do not ask for promotions or special privileges/treatment.
  5. Do not attempt to enforce rules if you are not a CoC member; complaints must be made privately via the proper reporting procedures or by directly contacting the 6. next ranking CoC member.
  6. You must aid a CoC member during an investigation, including the requirement to tell the truth.
  7. The issuance of a 10-90+ must be recorded and conducted in the staff rooms.
  8. All Disciplinary Action must remain between the CoC and the receiving party. If the receiving party wishes to discuss their Disciplinary Action, they can, unless it's in relation to an Internal Affairs Case.

Section 5: Other Communities and Servers

  1. RFERRP Staff in Training+ and Development Department members (excluding Beta Testers), regardless of community rank, must declare if they are in another FiveM community that meets any of the following criteria:
  • The server requires any application and/or registration process to join.
  • The server possesses a ranking structure.
  • The member is distinguished from the general public by holding a specific community role or rank on a third-party platform (e.g., Discord, TeamSpeak, Website, etc.).
  • The server is whitelisted in any fashion and is utilized by multiple people.
  1. RFERRP Staff in Training+ may not hold a Staff in Training+ rank or roles that would grant access to community-sensitive data (such as FTO positions) in another FiveM community.
  2. Members may participate in other FiveM communities if they have no connection to the RFERRP (assets, callsigns, ranks, logos, etc.), are not a RFERRP rip-off, and are not blacklisted.
  • Blacklisted communities (as of 4-Jun-2026) include: Coast2Coast RP, Sandy Shores RFERRP, Department of Injustice RP/Exia Roleplay, San Andreas First Responders Roleplay (SAFR), Coastal Valley RP, LakesideRP, Statewide RP/Division of Justice Roleplay, and First Responders Memorial Discord.

Section 6: Privacy and Security

  1. Recording/streaming any RFERRP content or asset to any external website or online avenue is strictly prohibited unless they are a member of the approved RFERRP Media Team.
  • Members may record RFERRP Patrol Servers for evidence purposes, but may not be publicly uploaded on any website or online avenue (if required for evidence, then the video may be uploaded online, but must be kept private and can be utilized for evidence purposes only).
  • Members may screenshare their gameplay within internal discords as permitted by Media Policy 20. All other assets may not be screenshared.
  • RFERRP Staff in Training+ may record in Staff Rooms for record-keeping purposes.
  • Junior Admins+ may authorize recording on RFERRP assets.
  1. RFERRP is not responsible for communication held on third-party applications, such as Social Media and Discord (excluding RFERRP servers), except for cases of extreme disrespect.
  2. Any personal information shared (e.g. sexual orientation, lifestyle, race, financial status, addresses, etc.) is at each member's own risk. The RFERRP is not responsible for any information shared.
  3. You are the sole owner of your account and are responsible for anyone other than yourself using your accounts on any RFERRP asset.
  4. Users are limited to only one account on RFERRP assets, except for approved Dev-related accounts.
  5. Falsifying or forging information is forbidden on any RFERRP documents, applications, forms, etc.
  6. Knowingly assisting a banned member in entering the community or failing to report (to Administration) a banned member in the community once again is prohibited.
  7. Stolen valor (falsely claiming to be a first responder, military, medical professional, etc.) is prohibited.

Section 7: Membership and Activity Standards

  1. To join the community, individuals must be 16+ years old, understand and speak English, own a legal copy of GTA5 (Comms exempt), have a capable computer/headset/mic, and apply at RFERRP.com.
  2. If a member is to become inactive from the RFERRP for more than 14 days, a "Leave of Absence" (LOA) post must be made by the member on the RFERRP website and any required department forms.
  • LOAs above 31 days require Junior Admin+ approval.
  • LOAs above 6 months require Department Head approval. Community/Subdivision CoC members must relinquish their positions. Exceptions may be granted at the discretion of Head Administration.
  1. Members may not conduct any in-game or patrolling activity in any department while on LOA.
  • Exception: Members may join DOJ Train Server for the sole purpose of testing their system. Members can not participate in any ongoing training or patrols, once you are done testing you must exit the server.
  1. Abusing the LOA system to avoid activity requirements regularly is prohibited.
  2. If a member does not meet departmental activity requirements for 1 month (without a valid exemption from an LOA or Junior Admin+), they may be demoted one rank. After 2 months, they may be removed. Admins must provide at least 48 hours' notice before removal from the RFERRP.

Admins may remove anyone from the RFERRP for inactivity based on their professional judgment.

  1. Members must be in the community and respective departmental Discords. Members who leave all required Discords without notice are subject to be removed from the community after 14 days.
  2. You must wait at least 30 days in your current department before requesting a transfer.
  3. If you resign from the RFERRP or are removed for inactivity, you must wait at least 30 days to reapply.
  4. Members may apply to retire from the community without resigning on the RFERRP website once they meet the following requirements.
  5. Any member of Administration reserves the right to place a member on a forced LOA if they deem it necessary for the person's well-being. The maximum length of the LOA will be 90 days.
  6. Should any member go on an LOA while on an active 10-90 or 10-93, the DA will not expire during the LOA. It shall be present upon return from their LOA, and the balance of the DA time will resume.

Punishment of Policy Violations

  1. The Chain of Command may issue discipline to any member for violations of any policies. All punishments depend on severity and occurrence. Discipline may include but is not limited to:
  • Written Documentation
  • 10-90 (Formal Warning and 30-day community-wide promotion hold)
  • 10-93 (Formal Warning, 24-hour patrol suspension from all departments, and a 60-day community-wide promotion hold)
  • Demotion of rank / Removal of privileges (sub-divisions, reserves, access, etc.)
  • Suspension (From all RFERRP Assets)
  • Members suspended for 3+ days are placed on a 6-month probation period. The next 10-90+ days, relevant to the previous violation, may result in termination from the community.
  • Termination of membership
  1. Chain of Command members may issue discipline as follows:
  • Staff in Training may issue up to a 10-90 to members of their own department for Section 3 (RFERRP Patrol) violations only.
  • Staff and Senior Staff may issue up to a 10-93 to any member for any R&R violation.
  • Junior Admins may issue up to a suspension to any member for any R&R violation.
  • Admins may issue up to a termination to any member for any R&R violation.
  1. Unless otherwise stated, any termination can be appealed after 6 months using the Admin Termination Appeal or Internal Affairs Termination Appeal form.

A member who returns from a successfully appealed termination and receives a 10-90+ within 6 months of becoming a member will be re-terminated from the community.

  1. Members and the community are not responsible for helping or providing aid in any personal or medical emergency. For immediate help, please contact local authorities.
  2. RFERRP Assets include, but are not limited to, the official website, TeamSpeak, Discord, and Servers.
  3. Administration holds the right to discipline any member for any actions that are not explicitly stated in this document but are deemed borderline to any of the above policies or harmful to the overall environment of the RFERRP Community.
  4. By joining the RFERRP, you are subject to, and held accountable for complete understanding and observation of all policies listed in this document.
  5. All disciplinary actions listed may be subject to change at the Administration's discretion.
  6. All examples are understood as including, but not limited to.
  7. Notice regarding all "Content" uploaded to the Ripple Falls Emergency Response Roleplay Community (i.e., RFERRP Official Discords, RFERRP Official Website, and the RFERRP Website, and any other assets owned and operated by the Ripple Falls Emergency Response Roleplay LLC)
  8. By uploading, sending, or posting any image, screenshot, or other visual media ("Content") to the Ripple Falls Emergency Response Roleplay Community Discord server or its associated channels, you hereby acknowledge, affirm, and agree to the following:
  • Transfer of Rights
  • Upon uploading or otherwise providing the Content, you irrevocably transfer, assign, and convey to the Department of Justice LLC all worldwide personal, commercial, and proprietary rights to the Content, including but not limited to the rights of reproduction, distribution, modification, display, performance, and creation of derivative works.
  • License and Usage
  • You acknowledge that the Department of Justice LLC may use the Content, in whole or in part, in any current or future projects, publications, media, promotional materials, or other commercial or non-commercial applications, without further notice, attribution, compensation, or approval.
  • Ownership and Authority
  • By providing the Content, you represent and warrant that:
  • You are the sole creator and owner of the Content, or you possess full legal authority to transfer the rights described above;
  • The Content does not infringe upon any copyright, trademark, privacy right, or legal right of any third party.
  • No Obligation
  • The Darkmoon Hoillow LLC is under no obligation to use, publish, or retain any Content you provide.
  • Acceptance of Terms
  • Your act of uploading, sending, or posting Content within the Discord server constitutes your full acceptance of this disclaimer and the transfer of rights as described.
